The inducer prevents the repressor from binding to the operator

    Explanation:

The repressor is bound to the operator, when the inducer binds to the repressor it produces a change in the shape of this that causes the dissociation of the operator from the repressor. This change allows the ARN polymerase to bind with the promoter in order to start transcription.
