A papaya has many seeds. each papaya seed can grow into a new tree. however that does not happen. why?

Not all seeds fall down to the dirt they get caught in pine needles or leaves and rot away if they do not get buried in dirt they will not grow also. They also could be eaten by animals or they could be stepped on fall in water or to many plants around it taking all the nutrients out of the soil
