    We first must consider that such property, solubility, is a chemical property regarding to the capacity of a given substance, the solute, to dissolve into a specific solvent. It is measured by means of the maximum amount of the solute that is completely dissolved into the solvent at equilibrium, forming what is widely known as a saturated solution.

    It is important to know that since all the substances are different they could interact differently when acting as solute or solvent via strong (high solubilities) or weak (low solobilities) intermolecular forces, in such a way, solubility highly depends on both the solute's and solvent's constituents. Therefore the answer is false.
