Yes they are but the number of electrons can change due to different reasons.
For example ionization energy can heat an electron and remove it from its atom
An electron can move from one atom to one atom so that they can neutralize their charges

Atoms must have equal numbers of protons and electrons. So to answer your question, yes protons and electrons are the same number.
