False. Both women protagonists in the play are definitely very consistent about love. One is mourning a loved one and cannot concentrate in anything else. The other, Viola, also very devoted to a brother, fights to find him and to do so she disguises as a man and falls in love with a man. Both women follow a goal and that does not make them inconsistent in love, just the opposite
