The German attack on the Soviet Union on June 22 caught Stalin by surprise, although his spies gave him specific details. Because of this attack Stalin suggested that Soviet guerrilla forces should pursue German forces in all occupied areas. Not a step back would be given and that meant positions should be kept at all costs. Most of the command officers who suffered defeats when the Germans advanced were shot and replaced. Political commissars reinforced the tactic that there should be no withdrawal from the Germans.
