    Assimilation Method - The central and local authorities depend on the assimilation of political, social, cultural and economic concepts from without and the evolution of traditional authorities from within. For instance, in West African Colonies, people of different origins and cultures who in the very recent, have preyed their presumed weak neighbours over land disputes, territorial boundary adjustments, an exertion of superiority, avarice, e. t. c. Hitherto, using the Local Government administration, these peoples have been assimilated into the central system of governance with representatives from their local political wards. Peace, harmony, equity, fair play, justice and love have prevailed over time.

    Integration Method - The creation of Local Government Authorities as the third tier of government in the case of my homeland - Nigeria, was designed to be the government closest to the people. This grassroots government by the 1979 Constitution was autonomous in many respects until their balkanization of the Military constitution of 1999 (As Amended). The question of if the Local Governments have lived up to their bid, leave much to be desired. Consequently, the local government authorities have created synergies amongst council representatives, build bridges across ethnic and religious divides. The Councils have subtly glued different ethnic nationalities, tribes, creeds, beliefs, cultures and other proclivities to foster growth and development. Answer:
