So there are two things going on here. As we move towards winter, the tilt of the Earth makes the days grow shorter. This naturally brings later sunrises and earlier sunsets ... It pushes the latest sunset to occur after the summer solstice, while earliest sunrise must occur before the solstice.

As we move through spring, the tilt of the Earth makes the days grow longer - we have earlier sunrises and later sunsets. The combination of Earth's elliptical orbit and the tilt of its axis results in the Sun taking different paths across the sky at slightly different speeds each day. This gives us different sunrise and sunset times each day.
