Why is it important to balance the majority rule with the minority rights?

The majority rule is used to make the largest amount of people happy at any given time, but if the minority is trampled to do so its not right. example: Witch trials.

(if the minority is constantly abused then it will eventually led to a repressive society and revolts/civil war)
