I think the answer is letter A. it is best to avoid confrontation at all costs.

In a war, there are some incidents that countries try to avoid to set fire on because they have to consider the effects that confrontation can bring to their country. Sometimes even if lived were taken in the process they try not to put focus on it and balance the pros and cons of situations.
