    Ultranationalism was a feature of right-wing politicians and military conservatives from the origins of the Meiji Restoration, with Emperor MutsuHito, contributing greatly to the pro-heroist policies of the late 19th century. The reign of Emperor Meiji, who had targeted the modernization of Japanese society and had marked the end of the samurai society and the Shoguns, from a feudal and rural society to another urban and capitalist model, had been given origin also a series of secret, patriotic and conservative societies, such as the Genyosha in 1881, (Black Ocean Society), - later the Kokuyrukai in 1901, (Black Dragon Society). These groups are very active in domestic politics as well as in foreign affairs, fostering warmongering feelings and supporting ultra-nationalist causes. After the victories of Japan against China, (First Sino-Japanese War 1894 to 1895), and against Russia, (Russo-Japanese War 1904 to 1905), the members of these societies focused on the activities of domestic politics, starting with to perceive and warn of the threat of communism and socialism. This expansionist zeal and its oriental superior racial philosophy also influenced the next war with the Chinese and the subsequent World War II. On December 7, 1941, Japan (one of the Axis powers) bombed Pearl Harbor, Hawaii. The United States immediately declared war on Japan.
