    Frederick Douglass predicted that the Fugitive Slave Act would D. lead to war.

    He thought that if the Fugitive Slave Act became official, it would create even more hatred than there previously was. Fugitive Slave Act meant that if a slave was captured trying to escape, he should immediately be returned to his master. Douglass was obviously against this as he was against slavery, being a black person himself.
