19th century nationalism was driven by liberal ideology which looked to promote individual rights and freedoms under a unified country of the same people. Voting rights were extended and traditional forms of government began to fall. Empires were destroyed but also other countries were unified such as Germany and Italy and others reformed such as Great Britain, France, and Russia.
