Between 1863 and 1865 the ability to raise an army became A) eually difficult in the north and south

    Explanation:

The changing nature of war has been seen throughout history and the Civil war of America was no different. The war between the South and the North in the years 1863 and 1865 raised the need for increased manpower.

The North mostly contain industrial labourers while the South mostly consists of farmers. Both are not well trained and having less interest to participate in the war. As wars can not be fought without men, it became significant to increase the army. But the South and the North both faced the difficulty of addressing this need as resources were not available and the government was already in turmoil. Therefore, this resulted in less manpower.
