    Explanation:

    Though as citizens we enjoy our right of freedom to do whatever we like. It is also important that our freedom doesn't create a stir among the public. Here the students keeping the deer in the middle of the road will be a shear nuisance for the drivers. If this act of the students was left out then it will become a tumbling block where it would attract many to create a life size statue of whomever they like.

    The Government has actually banned and does not encourage such kind of statues to be instilled in public places or pavements creating disturbance to the public.
