Mostly because of the great economical crisis that struck Indonesia during the last years of Suharto's rule.

Explanation:

This economical crisis was actually one of the main reasons why Suharto was removed, although during his time Indonesia had economical revival. That slower pace actually has changed today, and Indonesia is one of the fastest growing economies in the world. And of the reasons for that actually is because they used Chinese method.
