    Tsar Nicholas II transformed his government into a constitutional monarchy. Under the new rules, the country would have a parliament (Duma) where its representatives would discuss the problems of the Russian nation.

    The tsarist government did not accept the diminution of its powers. With this, the Duma had its existence constantly threatened by Nicholas II's totalitarian habits. In 1914, the entry of Russia into the conflicts of World War I was marked as the last wear and tear between the czar's power and the demands of the Russian population. The military expenditures and defeats in this conflict made it impossible to sustain Russian absolutism.
