We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights ... " What is the main idea of this passage? Only citizens can enjoy the rights guaranteed by a government. People have rights that cannot be denied by any government. Government must equally distribute power among people. Government is necessary to promote equality.

    It means that people have rights that cannot be denied by any government (2nd option is correct). Such is a part of the opening text of the United States Declaration of Independence adopted by the Second Continental Congress on July 4, 1776, in its meeting in Philadelphia.
