Hammurabi's code was written because King Hammurabi's expansion in power and territory demanded a unification of the groups he controlled. To achieve this, a universal set of laws was needed, so he gathered his kingdom's existing laws through his legal experts. Such laws were revised and changed or removed, and a final list of 282 laws was compiled.
