What caused secular governments in both catholic and protestant regions of europe to begin to assume the responsibility for public charity?

    An overall increase in poverty and hardships and the rise of a work ethic that included growing hostility towards the poor people were the main causes of the secular governments in both catholic and protestant regions of Europe proposing the idea of charity and they took the responsibility for public charity.
