Historical implications: why was the building of the dam first proposed in 1919 and by whom

The building was proposed by Sun-Yat Sen, the father of modern China because he wanted to protect local Chinese communities from floods that were common. He would use a dam to prevent floods and would also use it to use the river differently in such a way that it would benefit the economic development plan of China.
