If you own a home you don't have to pay rent and you can do what ever to it as long as you have the permit however you will be responsible for the market value.

If you rent then you must follow the landlords rules for the property and pay a monthly rent. Though it will be the landlords responsibility to pay the taxes for the property and make any repairs.
