    I don't know what you want me to do with that, but I'll give you the equation and the answer of it:

    Equation: 11 ≥ (4*n) - 9

    Answer: n could be five and below. For example, 5, 4, 3, 2, and 1 could work

    Explanation-

    If you take one of the numbers I used in the example and plugged it in, it would kinda look like this:

    11 ≥ (4*4) - 9

    4*4=16

    16-9=7

    Since it said at most 11, this would be reasonable because 11 ≥ 7.
