First you have to make them all a percent or all a fraction or all a decimal. Changing decimals to a percent is easy. So you have 0.38 and 0.25. Now percentages that have two places behind the decimal then it is out of 100. Now 5 goes into 100 20 times. So you multiply the numerator and the denominator by 20 so you get 40/100. Now you make it into a percent do it would be 40% or 0.4. Now 1/3 you have to find out how many times 3 goes into 100. It goes in 33.33 repeating times. So you multiply the numerator and the denominator by 33.33 and get 33.33/100 and as a percent is 0.3333% or if you want 2 numbers behind the decimal then you have 0.33% or 0.33. Your answer is 25%, 1/3, 0.38, 2/5.
