    Consider the sign closest to the number as the sign of the number, and the other one as the operation between the numbers.

    Then + negative is the same as minus

    and - negative is the same as plus

    So 4 plus - 13 = 4 - 13 = - 9

    6 minus - 3 = 6 + 3 = 9
