1/3 of an hour equals twenty minutes, so if she wanted to split her time equally it would be 10 minutes each. To put this as a fraction, multiply the 1/3 by 2, now we got 2/6, now 1/6 of her time is on TV and the other 1/6 is on reading.

    1/3 of an hour = 20 min

If she wants to split her time equally she should read for 10 min and watch tv for ten minutes. Each activity would last 1/6 of an hour.
