We need to calculate the perimeter of a rectangle without one side like on the figure so lets modify the formula to: Pr=a+2b. Now we simply put in the numbers: Pr=8 inches + 2*9 inches = 8 inches + 18 inches = 26 inches. Ps=4 inches*3.14=12.56. When we sum the perimeters we get: Ps+Pr=12.56+26=38.56 inches. So the correct answer is C.
