1. Would the employer, Kentucky Department of Community Based Services (DCBS), normally be liable to Billie Bradford if a supervisor was harassing Billie in a way that led to a tangible employment action against Billie?.

    Yes, as a result of the fact that they are his direct employer while the supervisor and Billie are both employees under different job grade and categories.

    Explanation:

    This would be do to the fact that all employees should be protected on thier job irrespective of sex, race, creed or believe. for Billie to be harrassed continously by his supervisor, they must have been made aware of it either anonymously or through open written letter.
