The weather forecast for one hour before through one hour after your estimated time of arrival is 3,000 ft. scattered with 5 miles visibility.     then to the alternate airport, and then for 45 minutes at normal cruising speed.

    Explanation:

    IFR flight plans are good for 2 hours without notifying ATC, however one can always request an extension if they call up FSS or ATC. If there are no activation of any flight plan, they will cancel out after these times and everybody just assumes that they never took off.
