    New Jersey Plan framed by William Patterson.

    Explanation:

    This plan was introduced after Virginia plan framed by James Madison. It demanded that the representation of legislatures should be decided according to the number of population and it was in the interests of the larger states because they would have great representation in the assembly. And it was opposed by smaller states and in response, William framed the New Jersey Plan which manifested that each state will have a single vote, therefore, preventing larger states crushing the smaller ones.
