    Explanation: The Bracero Program was a labour agreement between the United States and Mexico. It was initiated in 1942, that is to say it started during Franklin Roosevelt's third term. This program guaranteed proper working and living conditions and a fair wage for Mexican workers. In that way, unlike the Immigration Reform and Control Act, Operation Wetback and SB 1070, the Bracero Program was not designed to stop Hispanic American immigration, but to allow it.
