    The correct answer is:

    Tariffs were unevenly applied to certain industries, heavily favoring the North.

    The uneven application referred to foreign manufactured goods, which had high import taxes on them and foreign raw materials did not have tariffs imposed on them. This favoured the North, as it was also manufacturing goods, and disvafoured the south, which was producing raw materials too.
