In a whole number each digit has a fixed position called its place. For example in the number 235, the digit 5 is at one's or unit's place, digit 3 is at ten's place and digit 2 is at hundred's place.

In the question;

X3Y - sentence 1

X3P * 10 = X3PA - sentence 2

Where the letters are unknown digits with known places.

Obviously from sentence 2 we see that the digit 3 has moved from the tenth place to the hundredth place.
