Cooperatives provided a market for farmers' goods and products at lower costs. They did not work because farmers often had to buy on credit and the cooperatives were a cash-only system.

The reason as the farmers not satisfied with only establishing cooperatives:

Agriculture became less rewarding when farmers could not repay their loan, they were forced to keep their farms as mortgages. Since food and clothing were necessary tenant farmers rented their farm to someone else for cash and landless farmer would farm someone else's land and at the growing season give-up the predetermined share as a rental payment. This system hurt all farmers; hence it was an endless cycle. Therefore they felt dissatisfaction with only establishing cooperatives.
