I have called the Congress into extraordinary session because there are serious, very serious, choices of policy to be made, and made immediately, which it was neither right nor constitutionally permissible that I should assume the responsibility of making. Which best explains why President Wilson chooses the word "extraordinary"? He is trying to call attention to the issue. He thinks the nation will go to war. He likes using diverse vocabulary. He is apologizing for calling this session.

He is calling attention to the issue. President Wilson would not call the session if the topic is of policy changes and talk about going to war. He also isn't apologizing, otherwise he would use the word, "I'm sorry for calling this session." I also don't think you use "diverse" one big word in a sentence, diverse should be multiple words that aren't general. Therefore, calling attention to the issue is the most logical.
