One group thinks the village should install windmills to provide electricity. what is the biggest problem with this plan?

The biggest problem in this plan is whether the villagers may be able to have enough money for the materials or the windmills of which they would want to install. This is an important thing that they need in order to get the installment started but when they don't have the money, this will most likely be the cause of the problem.
