    The electric potential of the cell membrane is determined by the difference between the concentrations of ions on in the inner and outer side of the membrane. The ions are carrying an electric charge and creating the resting potential. The most important contributors are potassium (K+), sodium (Na+) and chlorine (Cl-). When the concentration of these ions is balanced by the flow of ions through the ion channels in the membrane, the difference in charge between the two sides of the membrane creates the resting membrane potential.

    The membrane can become depolarized by an incoming action potential that opens the ion channels, making the membrane potential more positive.

    Therefore, the resting membrane potential is a sign that the membrane has NOT been depolarized.
