Why is proper agricultural management and distribution of food necessary

Oh it is very important! Very important indeed! Agricultural methods, especially crop rotation is important because the dust bowl was caused by people not practicing crop rotation. Rotating crops makes the soil rich. Back before the dust bowl, the fact that people didn't use crop rotation made the soil light and non-compact, making it easy to blow around. So that's why they switched to crop rotation. That's just one way practicing agricultural methods is important.
