Peas like any other vegetable have to be rinsed even if encased in bags. Bacteria and any other "fast" reproducing material can multiply. Depending on the condition peas can carry things from disease to little pieces of dirt. Rinsing with disinfectant will decrease the spread of these germs and illnesses.
