    Sound waves are found to be move faster in water than in air so velocity of the sound waves are better in water medium than the air medium. This is the reason that explains that the difference of the sound arrival in the two ears will be smaller.

    As the difference in the sound arrival in two ears are comparatively smaller there can be minimal sound difference the seal can sense. So, there will be worse directional discrimination in water than in water due to the faster sound wave.
