    The water molecules will most likely flow from the 4% salt solution to the 12% alt solution.

    This is because osmosis occurs. Osmosis is where water molecules will flow from the region of higher water potential to the region of lower water potential, through the semipermeable membrane, the membrane that can decide what substances can pass through or not. The higher the percentage of water in a solution, the higher the water potential is. Water potential is like the tendency for the water to flow away. Osmosis will occur until equilibrium is reached, where both sides of the solution have the same water potential.

    So, since the 4% salt solution has more water, and its water potential is higher, therefore, water moleucles will flow away from the 4% and to the 12% until both solution reaches the same water potential. At that moment, water molecules still flow from both sides, but there will not be a net direction of water flow.
