Water. like all liquids, has particles which move freely but are close together. There are extensive hydrogen bonds between the molecules. In ice the water particles are in a fixed lattice arrangement, where they move by vibration only and they are also bound by hydrogen bonds. In order to line up the molecules, they need to be in a rather open arrangement. giving ice it's rather low density.
