Hello. This question is incomplete. The full question is:

"Basements are not constructed in some places. what is the reason for not constructing basements? a. the water table is very high in these places b. the water table is very low in these places c. there is a lot of rainfall in these places d. there are a lot of water resources in these places e. the surface runoff is very high in these places "

    Answer:

The water table is very high in these places.

    Explanation:

The Lençol Freático is a water reservoir present in the underground parts of the Earth, which vary from 500 to 1000 meters in depth. In this way, a part of the rainwater seeps on the surface, while another part infiltrates the soils, thus forming the water tables. Some of these "underground rivers", drain until they find a place to expel water, which can be a spring.

In some regions the water table is very high. This prevents the houses from having basements, because the risk of flooding becomes high, because it compromises the structure of the house, in addition to being dangerous.

Answer:The last minor reason there are no basements in the south has to do with the frost line. For a building to maintain strength, its foundation should be below the frost line in the soil ... There is no reason for builders in the south to build a basement because the foundation doesn't need to be very deep anyway.
