    The statement is false.

Nerve cells develop through the process of neurogenesis. The most of the neurogenesis occurs before a child is born. The majority of nerve cells develop before the birth. After the child is born, neurogenesis mostly disappears, and by age 2, it is present only in brain centers for learning and memories, thus in the hippocampus. Therefore, the statement is false.
