Option C. The following statement explains why water molecules are attracted to each other:

The partially negative charge on the oxygen of one molecule attracts the partially positive charge on the hydrogen of another.

    Explanation:

Water is a chemical compound which is liquid at standard temperature and pressure that is made of oxygen and hydrogen atoms ... It is also a polar molecule; this means that the oxygen atoms and hydrogen atoms inside a water molecule share electrons in covalent bonds, but not in an equal way. In this covalent bond, the oxygen atom attracts electrons more strongly than the hydrogen atoms does. This gives the water molecule a slightly negative charge near the oxygen atom, and a slightly positive charge near the hydrogen atoms. When a particle has one positive area at one side and a negative area at the other side, it is called a polar molecule. Because water molecules are polar, they attract each other, as the negative charge on the oxygen area of one molecule attracts the positive charge on the hydrogen area of another water molecule.
