On the genus level, some animals can interbreed but the offspring produce is always sterile. This is nature's way of preserving a particular species and ensuring the continuation of that species. Penguins might look alike and walk alike, but they are very much genetically far apart. Their habitats and even their adaptation to these habitat varies and all these factors and many more other factors ensures that these species don't interbreed.
