How does culture emerge as humans live out the creation mandate

The creation mandate coming from the bible in Genesis1:28 says that God gives to man (and woman) the task of filling, subduing and ruling over the world" In the process of doing these 3 things, culture is developed because "filling" is to do with populations and populations must of necessity form cultures or ways of doing things both material and social, and subduing is like plowing the earth or mining the silver and gold and these are economic things which also can be considered part of culture and ruling is according to a social structure like a kingdom with maximum power to the king or later a democracy with power to the elected government, etc and this social structure is part of culture also.
