Because of the high electronegativity of the oxygen molecules and the relative low electronegativity of the hydrogen molecules. Electronegativity is basically how attracted an atom is to electrons. With oxygen having higher electronegativity than hydrogen it can attract more electrons thus giving it a negative charge and the hydrogen atoms a positive charge. Since this molecule has charges it is a polar molecule.
