A community is trying to decide on the location

for a new shopping center. Two possible locations

have been proposed, with each location having

some benefits and some problems. The proper

approach to deciding the best location would be

(2) select the site that would be the least expensive

to develop

(3) compare the problems, but not the benefits

(4) compare the trade-offs of building at either

location
