If you have a cell that is permeable to water (meaning water can go through its membrane) and not permeable to salt (salt cannot go through the membrane) with a 5% concentration of salt, putting it in 1% salt solution would cause the salt to leave the cell, if it weren't impermeable. It would go from higher concentration to lower concentration. However! Because the cell is impermeable to salt, nothing will happen.
